refactor(params_pac_view.xml): refactor view
1.- Delete the commented code, we have git so to have commented code does not make sense 2.- Set menu pac with a sequence equal to 50 because of without this change, the menu does not appear 3.- In the form view the tag of the fields do not appear, this commit fix it
